Nearly a year ago, President William Ruto embarked on an ambitious project to establish the National Lottery in Kenya. This initiative was designed as a strategic approach to generate additional funds to support various social initiatives. This would thereby augment the efforts of the Kenyan Government in addressing diverse societal needs.
To bring this idea to fruition, President Ruto established a Presidential task force. This group was led by Narendra Raval, a respected figure in the field. Their mission was to travel across Kenya, engaging with various stakeholders to gather their insights and opinions. Additionally, the task force conducted a thorough examination of how national lotteries operate in other countries. The core aim was to understand the best practices and successful strategies implemented elsewhere.
The insights and findings from this extensive research culminated in a detailed report, paving the way for drafting the National Lottery Bill. This significant piece of legislation was officially published in the Kenya Gazette on 31st October 2023. Following its publication, Majority Leader Kimani Ichungwa presented the Bill to the parliament, with its first reading taking place on 8th November.
Fast forward to 6th December 2023, the National Assembly considered and passed the Bill. It now awaits the final approval of President Ruto.
Key Elements of the National Lottery Bill
The National Lottery Bill lays out a clear legislative framework for establishing and operating the National Lottery Board. This framework includes:
- Establishment of the National Lottery: Operated by the government, the National Lottery aims to provide a structured and transparent method of raising funds for various causes.
- Creation of the National Lottery Fund: This fund is crucial, as it will hold and distribute the proceeds from the lottery. It ensures that the funds raised are managed responsibly and effectively.

The board is tasked with ensuring that these resources are distributed equitably across Kenya, benefiting both state and non-state actors.
